1. If there are fewer than 50 citizens, there will be 3 senators and 1 justice.
2. If there are at least 50 and less than 70 citizens, there will be 5 senators and 1 justice.
3. If there are at least 70 and less than 90 citizens, there will be 5 senators and 3 justices.
4. If there are at least 90 and less than 90 citizens, there will be 7 senators and 3 justices.
5. If there are at least 110 and less than 130 citizens, there will be 9 senators and 3 justices.
6. If there are at least 130 and less than 150 citizens, there will be 9 senators and 5 justices.
7. If there are at least 150 and less than 170 citizens, there will be 11 senators and 5 justices.
8. If there are at least 170 citizens, there will be 13 senators and 5 justices.
