Pacifican Adspam Regulation Treaty

We, the five Pacific Regions, seek to regulate the adspam imposed upon us to save our Regional Message Boards (RMBs) from waste and desolation.

1. There shall be a PART administrative authority (PART AA) controlled by a council with representatives from each member region.
2. The PART AA shall maintain a list of recruiter regions who advertise on member RMBs.
3. The PART AA shall maintain a list of advertiser nations who advertise for these recruiter regions.
4. The PART AA shall maintain a list of recruiter regions blacklisted by a member region for violating that member region's rules.
5. The PART AA may unlist any such region if it determines the member region's rules were not in fact violated.
6. The member region which blacklisted a recruiter region may unlist it at any time.
7. Whenever an advertiser nation of a blacklisted recruiter region enters a member region, the PART AA shall notify the delegate of that member region.
8. Whenever the delegate is able to, they shall ban and/or eject the advertiser nation.
