The Royalle Family Noblesse has existed for the past (few hundred years?) as the absolute ruling class of Port Paradis Fleuri. Through out its reign the Noblesse have made good use of strict class structure, slavery, an open mind toward science and art. The Noblesse have ruled in this fashion for their entire reign using a wealthy middle class to run the day to day affairs and maintain order among the lower classes. the gap between the working middle class and the privileged Noblesse is vast, their lifestyles worlds apart.

At the top of the Noblesse line sits the most pure DeChevalier line. Many of the Noblesse can trace at least one ancestor to the most pure DeChevalier. The various lines have duties based on the line of their fathers. Those with the last name DeChevalier are the only ones with the right to rule over Port Paradis Fleuri. The Noblesse d'épée or Nobility of the Sword is in charge of all matters military or was before their decimation.

Parasian Law

1. We the most pure of the Noblesse as rightful rulers of Port Paradis Fleuri demand the right to govern Port Paradis Fleuri as we see fit as is our right.
2. Only a member of the Noblesse has such authority as uch to rule Port Paradis Fleuri. A member of the Noblesse can only be one who is of Parasian blood, whom is deemed to be of pure blood as determined by the DeChevalier library of lineage.
3. Whoever has no citizenship is to be able to live in Port Paradis Fleuri only as a guest, and must be under the authority of legislation for foreigners.
4. The right to determine matters concerning administration and law belongs only to the Noblesse. Therefore we demand that every public office, of any sort whatsoever, whether in Council, the Military or Land Ownership, be filled only by those of the Noblesse.
5. The first obligation of every citizen must be to work physically, creatively and scientifically. The activity of individuals is not to counteract the interests of the broader population, but must have its result within the framework of the whole for the benefit of Port Paradis Fleuri, it's culture, technology or any other general advancement.
6. We demand the nationalization of most associated industries. Only the Noblesse may give permission and license to operate as a private corporation. however all small business shall remain in its owners possession provided they are of the blood and pay their yearly taxes.
7. We demand a land reform suitable to our needs, provision of a law for the free expropriation of land for the purposes of public utility, abolition of taxes on land and prevention of all speculation in land.
8. We demand struggle without consideration against those whose activity is injurious to the general interest. Common national criminals, thieves, murderers and so forth are to be punished immediately with death, without consideration of confession or race.
9. We demand the maintenance and funding of a national army. Soldiers in this army shall come from the ranks of Port Paradis Fleuri. Soldiers will be conscripted upon reaching the age of majority unless said youth is furthering his studies.
10. We demand freedom of religion for all religious denominations within the state so long as they do not endanger its existence or oppose the moral senses of the Parasian race, the Noblesse or any part of the Port Paradis Fleuri government structure.
11. The good of the state before the good of the individual.
12. For the execution of all of this we demand the formation of a strong central power in Uichi Ryu.
    • Unlimited authority of the Noblesse DeChevalier over the whole of the Noblesse, Port Paradis Fleuri and its organizations in general.
    • The forming of state and profession chambers for the execution of the laws made by the Noblesse.
