INTRODUCTION

The Royalle Family Noblesse has existed for the past (few hundred years?) as the absolute ruling class of Port Paradis Fleuri. Through out its reign the Noblesse have made good use of strict class structure, slavery, an open mind toward science and art. The Noblesse have ruled in this fashion for their entire reign using a wealthy middle class to run the day to day affairs and maintain order among the lower classes. the gap between the working middle class and the privileged Noblesse is vast, their lifestyles worlds apart.

At the top of the Noblesse line sits the most pure DeChevalier line. Many of the Noblesse can trace at least one ancestor to the most pure DeChevalier. The various lines have duties based on the line of their fathers. Those with the last name DeChevalier are the only ones with the right to rule over Port Paradis Fleuri. The Noblesse d'épée or Nobility of the Sword is in charge of all matters military or was before their decimation.

Uichi Ryan laws shall follow:

1. We the Council of Carcossa as rightful rulers of Uichi Ryu demand the right to govorn Uichi Ryu as is our right.

2. Only a member of the race can be a citizen. A member of the race can only be one who is of Uichi Ryan blood, without consideration of creed.

3. Whoever has no citizenship is to be able to live in Uichi Ryu only as a guest, and must be under the authority of legislation for foreigners.

4. The right to determine matters concerning administration and law belongs only to the citizen. Therefore we demand that every public office, of any sort whatsoever, whether in Council, the Military or Buisness Ownership, be filled only by citizens.

5. The first obligation of every citizen must be to work physicaly, creatively and scientificly. The activity of individuals is not to counteract the interests of the universality, but must have its result within the framework of the whole for the benefit of all. Consequently we demand:

-Abolition of unearned (work and labour) incomes. Breaking of rent-slavery.

-In consideration of the monstrous sacrifice in property and blood that each war demands of the people personal enrichment through a war must be designated as a crime against the people. Therefore we demand the total confiscation of all war profits.

6. We demand the nationalisation of most associated industries. Only the Council of Carcossa may give permission and license to operate as a private corporation. however all small buisness shall remain in its owners posession provided they are of the blood and pay their yearly taxes.

7. We demand a land reform suitable to our needs, provision of a law for the free expropriation of land for the purposes of public utility, abolition of taxes on land and prevention of all speculation in land.

8. We demand struggle without consideration against those whose activity is injurious to the general interest. Common national criminals, thieves, murderers and so forth are to be punished immediately with death, without consideration of confession or race.

9. We demand the maintenance and funding of a national army. Soldiers in this army shall come from the ranks of the race. Soldiers will be selected at birth and trained from birth to serve Uichi Ryu under the Council of Carcossa. Soldiers will be property of the State and nothing more.

10. We demand freedom of religion for all religious denominations within the state so long as they do not endanger its existence or oppose the moral senses of the Eastian race.
