This ubiquity does not however lead to a nation of addicts as most Khems have learned the lessons of moderation and the threat of "re-education" keeps most from following such a path. While true that there is a certain level of drug use encouraged (and in some cases required) by the Library, ecstatic use and entheogens are held to be for religious use rather than a daily event.
