The United Empire of Novmir (Novic: Ѵнитед Емпир в Новмир) is a federal constitutional monarchy located in central Novmir. It is composed of twenty-five subnational entities, collectively referred to as duchies, and an imperial district containing the capital city of Serebursk.

The union formed from these wars was a precarious one. While the king officially held absolute power, the resources of Macovy and Floresque were limited and the throne was thus heavily reliant on the cooperation of its vassals. Recognizing this, Martin Anatoles used his royal powers sparingly as well as established a Ducal Council whose opinions, while not formally binding, were respected. This system of de facto federalism was observed and held the kingdom together for just over a century.

This delicate internal balance of power was not upset until [year] with the coronation of Clement Alexanders as king. A brash man, he was convinced of his own god-given right to rule and grossly overestimated the degree to which time's passage had dampened hostility towards Pembroke-Havelock rule. These factors lead Alexanders to begin violating the unwritten rules of the division of powers between the royal and ducal governments, sparking outrage. This was especially true of the southernmost duchies. Even under previous kings their interests had often been neglected as a result of their geographical distance from Wolchegrade and Floresque and their under-representation on the Ducal Council.

Over the following years dissatisfaction with Alexanders grew, but the stubborn king refused to change course. His final disastrous decision came in 1897, when he chose to enter Novmir into the Great War on the side of the [I forget] in an opportunistic attempt to seize colonial lands from Ingland. Simultaneous with a declaration of war he instituted a vast expansion of the royal government on a scale until then unheard of even under his own short reign. It was more than the southern duchies could tolerate and immediately following Alexander's proclamations they one by one announced their secession from the Kingdom of Novmir.
