The original design was conceived by Delfos and is modeled on the ensign of the Japanese navy, with the color red replaced by black and the sun disk by a taijitu. The final implementation of the design was done by Gulliver. The flag was officially adopted on July 5, 2010, by popular referendum through the [[Flag and Seals Act]].
