Haradrim-Neustrian Entente
The Governments of the Haradric and Neustrian Empires, having mutually engaged to respect the integrity and independence of Eastern Pelagis, and sincerely desiring the preservation of order throughout that country and its peaceful development, as well as the permanent establishment of equal advantages for the trade and industry of all other nations;
Considering that each of them has, for geographical and economic reasons, a special interest in the maintenance of peace and order in certain Provinces of Eastern Pelagis adjoining, or in the neighborhood of, the Neustrian frontier on the one hand, and the Haradric frontier on the other hand; and being desirous of avoiding all cause of conflict between their respective interests in the above-mentioned Provinces of Eastern Pelagis;
Have agreed on the following terms:
I.
Harad engages not to seek for herself, and not to support in favour of Haradric subjects, or in favour of the subjects of third Powers, any Concessions of a political or commercial nature -- such as Concessions for railways, banks, telegraphs, roads, transport, insurance, etc. -- beyond a line starting from the intersection of the northern frontier of 30 and Cefnor, continuing along the northern frontiers of 30, 31, and 34 until the frontier of 34 intersects the <X River>, continuing along the middle course of that river until it reaches the Sea,and not to oppose, directly or indirectly, demands for similar Concessions in this region which are supported by the Neustrian Government. It is understood that the above-mentioned places are included in the region in which Harad engages not to seek the Concessions referred to.
II.
Neustria, on her part, engages not to seek for herself and not to support, in favour of Neustrian subjects, or in favour of the subjects of third Powers, any Concessions of a political or commercial nature -- such as Concessions for railways , banks, telegraphs, roads, transport, insurance, etc. -- beyond a line going from the source of the <Y River> and continuing along the middle course of that river, along the southern frontier of 05, until it reaches the Sea, and not to oppose, directly or indirectly, demands for similar Concessions in this region which are supported by the Imperial Haradric Government. It is understood that the above-mentioned places are included in the region in which Neustria engages not to seek the Concessions referred to.
III.
Neustria, on her part, engages not to oppose, without previous arrangement with Harad, the grant of any Concessions whatever to Haradric subjects in the regions of Eastern Pelagis situated between the lines mentioned in Articles I and II. Harad undertakes a similar engagement as regards the grant of Concessions to Neustrian subjects in the same regions of Eastern Pelagis. All Concessions existing at present in the regions indicated in Articles I and II are maintained.
