Article the Nth: On the Cessation of Military Hostilities and Occupation
- All insurrectionist forces shall immediately cease all operations and hostilities surrender themselves and their equipment. Insurrectionists who surrender within one month will be granted total amnesty from treason and any other wrongdoings they may have committed in the course of war. Those who refuse to surrender within a month shall forfeit all amnesty and the armed forces shall be empowered to subdue them.
- Military occupation and governance of each insurrectionist duchy shall be terminated upon the duchy's swearing of an oath of loyalty to the imperial government. Such an oath shall forbid the duchy from attempting to secede without the prior permission. Duchies who have had their governments restored shall have their seized arms returned to them, and may rearm their militias.
- The armed forces shall maintain a presence in the insurrectionist duchies as long as is necessary to subdue remaining insurrectionist faction. The restored governments of the duchies shall render whatever aid is necessary to subdue such factions. Military forces shall withdraw once all such factions have been subdued.
Article the Nth: On the Reform of the Monarchy
- The office of King of Novmir shall be abolished and replaced by the new office of Emperor of Novmir. His majesty Fredrick Maximilians Pembroke shall be the first to assume the office of Emperor and shall be crowned as such at a time and place of his choosing following the passage of this treaty.
- The Emperor shall have the right to nominate as many heirs to the throne as he wishes, and these heirs may be drawn from the House of Pembroke-Havelock. No heir, however, shall be considered legitimate without the subsequent approval of the Ducal Council. Such approval, once given, may not be revoked by the Ducal Council. Upon the death or abdication of the Emperor, his eldest legitimate heir shall be crowned as Emperor.
- Should the Emperor have no legitimate heirs at the time of his death or abdication, then the Ducal Council shall elect a new Emperor from among the House of Pembroke-Havelock.
- The Emperor shall not be permitted to alter the taxes, budget or laws without the consent of the Imperial Assembly. He, however, shall retain the right to veto all proposals of the Imperial Assembly and to negotiate treaties with foreign powers, and shall remain commander in-chief of the armed forces.
Article the Nth: On the Reform of the Ducal Council
- The Ducal Council shall remain as the upper house of an Imperial Assembly.
- Every duchy shall be entitled to a single representative on the Ducal Council. The fashion in which such representatives are selected and their term of office shall be decided by their respective duchies.
- No proposal to alter the taxes, budget or laws, to enter into any treaty with a foreign power or to declare war may come into effect without the approval of the Ducal Council.
- The Archduke and ministers of the Cabinet shall be nominated from among the Ducal Council's membership by the Emperor, but may only assume their offices upon the approval of the Ducal Council.
Article the Nth: On the Establishment of a Popular Council
- A Popular Council shall be established as the lower house of an Imperial Assembly. It shall initially consist of two-hundred and fifty-one seats.
- Within two years of the passage of this treaty the Imperial Government under the direction of the new Emperor shall take a census of all persons of at least twenty-one years of age who have been resident within the Kingdom of Novmir for at least eight years. All such persons shall be considered qualified to vote in elections of the Popular Council. Twenty electoral districts of ten shall be established, each of which shall contain as equal a number of such qualified persons as possible. A new census shall be performed every ten years and electoral districts shall be altered as necessary to ensure they continue to comply to the standards described above.
- Within six months of the creation of appropriate electoral districts the first election of the Popular Council shall be held. Those qualified to vote shall vote for a participating political party of their choice. Within each electoral district the total votes for each party shall be tallied, and each party which has won at least one tenth of the total district votes will be awarded a share of the district seats as equal as possible to its share of the total district vote. Once all seats in electoral districts have been awarded, the total national vote for each party shall be tallied and the remaining fifty-one seats shall be awarded as necessary to ensure that the total share of seats of each party which has won at least one twentieth of the total national vote equals as closely as possible its share of the total national vote. This same methodology shall be used in all subsequent elections of the Popular Council.
- The Emperor may propose a dissolution of the standing Popular Council and the Ducal Council may approve any such proposal. If such approval is given, new elections shall be held within two months. If five years have passed since the most recent election of the Popular Council, it will automatically be dissolved and a new election held.
- No proposal to alter the taxes, budget or laws may be enacted without the approval of the Popular Council.
Article the Nth: On the Creation of Imperial Cities
- The Duchy of Beresovy shall cede from within the borders of the City of Serebursk an area no greater than half of a square kilometer. The particulars of such a cession of land shall be negotiated and decided upon within two years.

- The duchies of the Empire shall be entitled to certain powers and privileges. The imperial government shall have no right to forbid the duchies these powers and privileges without their consent.
- Every duchy shall have the right to determine the its own government, its own local internal political divisions and the structure of government of such divisions.
- Every duchy shall have the right to its own taxes and budget independent of those of the imperial government.
- Duchies shall have sole sovereignty over all matters which concern only the duchy itself.
- Duchies shall have the right to maintain militias for the preservation of local order, so long as any such militias are subordinate to the imperial armed forces.
- The territorial borders of any duchy may not be altered without its consent.
Article the Nth: On the Timeframe of this Treaty
- All provisions of this treaty shall be effective immediately upon the passage of this treaty, which shall require its ratification by his Majesty Fredrick Maximilians Pembroke and by the government of each insurrectionist duchy.
