- Should the Emperor have no legitimate heirs at the time of his death or abdication, then the Ducal Council shall elect a new Emperor from among the recognized houses of nobility.
- The Emperor shall not be permitted to alter the tax or legal codes without the consent of the Imperial Assembly. He, however, shall retain the right to veto all proposals of the Imperial Assembly and shall remain commander in-chief of the armed forces.

- Within two years of the passage of this treaty the Imperial Government under the direction of the new Emperor shall take a census of all persons of at least twenty-one years of age who have been resident within the Kingdom of Novmir for at least eight years.
